Like, they literally get strong enough, happy enough, touch the right stone, or whatever and they change in a blinding flash of light? That you can have 80 year old squirtles and 10 year old blastoise? If you think like this, the hairpiece just appears out of thin air and may be organic.

A mechanic that was put in the games because making more intermediate Pokemon stages would be time consuming and the gameboy cartridges had limited space. In that case, it's probably something growing zoroarks use to keep their hair under control.
Game Freak should vary small cosmetic features on Pokemon, like the color of your zoroark's orb or hair length. It would add a bit of flair and make your 'mon a little more unique. But yeah, small indie company and all that.
