one thing I've always thought about is, given how tedious most battles against legendaries are given how it's 10% fighting and 90% tedious ball throwing, what if, when you first fight the legendary it has vastly increased HP, say 7 times the normal, and when you deplete its HP you are able to throw a ball of your choice with 100% catch rate. Make it more of a battle, y'see. You can throw a ball earlier than when it's at 0hp, but unless it's a Master Ball it will most likely fail.
or maybe I'm letting my bad experiences with legendaries cloud my judgement. Opinions vary.
