Though it does look like he looks he's doing fine with balance in your reference gif, since he's putting one of his front legs down each time he's not being struck. Besides, samurott never seems to walk with the other three legs when he unsheaths his sword, so it's not that much of a problem. I think we'd all like to see how it works, but they've never shown it. Maybe if we get to see it in action, it'd make more sense. I also don't see a problem with the dual-wielding thing. Again, I Understand your grief with only seeing him on his back legs when he uses two swords, but it's the same problem with seeing him walk with just one: we never get to see it happen. I theorize that he walks with one sword just like he does wielding two, because there's no reason to think he doesn't. We can see him switch from being a quadruped to a biped whenever he wants (gif related).
