It's a turn-based RPG, if it can't even sell on presentation (graphics, story, art style, animations, music, etc), why bother? It's not like the gameplay requires deep thought since you're just pressing buttons and going through menus. But also in Pokemon's case, there does need to be a rather big amount (at least 110) new Pokemon in each installment, the variety allows for more options which counts into replays. If there aren't many (new) Pokemon to choose from in a new game, it will be shat on hard, and we see that in GSC/HGSS, D/P, XY, and SM/USUM.
