Jasmine's sprite can only emote as far as the character artists are willing to draw frames in a small ROM size.
Jasmine's character depiction is split between her tuffgurl adaptation in the anime, whatever PokeSpecial did and the games, whereas Iono's probably going to be consistent between all mediums.
I like Jasmine but there are advantages to characters being introduced in 3D games, such as Nessa making a bigger splash than Iris or Dahlia or Arezu being more popular than Mars. Character acting for 3D modeled characters can be up close and far more personal.
