>>46213014Besides Gardevoir I'm pretty sure the vast majority of feminine Pokemon aren't designed solely with being "bait" in mind. A lot of them have really cool ideas and concepts behind them that are well executed.
The only two I can think of that were 100% deliberate were probably Lopunny due to being based off of the fashion stereotype, and Tsareena (if you've seen Tsareena in anything that isn't the mainline games like the anime or spin-offs you will know why).
