At this point is too whack, I'd just stick to nerfing legendaries, so they keep their status but are not a 1 click win. and buff about 50 shitmons
We can do a LOT better with shitmons having either signature abilities, signature items, or signature moves, give me a reason to use a fucking golduck or Fearow, for fuck's sake.
Even babymons could find a use if we give them unique "baby" abilities like physical and special intimidate or something.
