This is a place that specifically trains Charizards, even if there were other places like it in-universe it should still mean Charizard is amongst the best of the best.
Imagine how powerful Charizard was before he went there and how powerful he was halfway through his training. Now that he's actually graduated, I don't think it'd be acceptable to ever see him lose now, but if they end up keeping the status quo, Ash has to lose to someone at the league eventually. If Charizard is involved, what could actually be strong enough to beat him?
