Several dex entries state that they were created by an ancient civilization, and the only ancient civilization to have existed in Heonn were the draconids. Furthermore, Claydol can only be caught in sky pillar in the Hoenn games. The sky pillar has been confirmed to be a monument built by the draconids for rayquaza, so that adds up. Lastly, the pattern on the headbands of some draconid tribe members bears resemblance to the patterns found on Claydol.

There's only thing that can potentially rebuke this (at least to my knowledge). It's the fact that the dex entries state that these pokemon were made 20,000 years ago. It's not know if the draconids have existed for this long. If they did, wouldn't that mean that they were an advanced civilization that would've left a bigger impact on the Hoenn region? There wasn't even such a thing as a draconid village in ORAS, but perhaps that was just GameFreak being lazy.
