XY's new Pokemon amount problem was because they had to model hundreds of Pokemon specifically for the 3DS, which took up all their time. This time for the Switch, all their model assets are already done. You're also implying that they've only been developing these games for 2 years, when the 2015 Switch dev kit leak says other wise.
