Which makes sense anyhow since IRL wintery weather conditions slow everything down and make high speeds perilous or impossible. idk by how much. Maybe the non-Ice's speed becomes x0.5, or merely x0.75. Either way this is easily the single biggest sweeping change you can make to help MANY slow shitty Ice Types suddenly stand a chance at being viable.

It makes sense because frozen water is solid, thus it is pretty useless at, y'know, being water. Freezing "ruins" the Water Type. Also water expands when it freezes, so a Water Type would suffer internal cell damage from the crystalization. I mean the whole fucking point of Ice Type is they freeze their surroundings, obviously Water Types would be more susceptible to that since they embody water.

This is so Water Types don't become their own best counters. Also, I'm sick of over 25 years of Water Types having perfect coverage for every goddamn thing and being better for Ice coverage than actual Ice Types. They can fuck off.

Ice however does now resist 2 of the following: Ground, Flying, Grass or Electric. I don't care which ones. HOWEVER, if Grass or Electric is selected those Types will need some form of compensation for the undeserved nerf.
