Turns out the six-year-old is a Gym Leader. I know Bugsy was like 10, but this is ridiculous. She has the sprite of one of the NPCs from DPPt that'll multi-battle with you.
She has Gloom/Roselia/Tropius/Ludicolo, Ludicolo being at Lv. 28, about a 5 level jump from the last few battles. Because level curves are hard. Though I guess having Vaporeon as my only Pokémon hurts things a bit more than they could.
Also the phys/spec split is in because Bite is doing physical damage.
