>>56797270>>56798170The grunt quality by game varies a lot. The worst case is RS gen 3 where the grunts literally only use 3 unevolved, underleveled pokemon. Best is probably XY where they grunts actually evolve their pokemon and normally aren't underleveled.
The main appeal of the villain hideouts are the puzzles anyway, and those are normally fun.
