Just like Hisuian Sneasel are in Legends (native to the region as-is) and sometime between start and end some merchant/trader/whatever rolls in from Johto, with a Dark/Ice Johtonian Sneasel and says "Hey, trade me one of those H. Sneasel for my Johto-caught one Lad/Lass" and presto - Weavile AND the new fucker in one game.
