Avalugg is excellent in PU. Great defensive bulk, reliable recovery, enough attack to be threatening to anything which would try to set up on it (and the movepool to fulfill the role), and Sturdy+Mirror Coat as a gimmick to take out special attackers or deal with mixed mons. It would be UU at worst with any other typing.
There are some mons which are forgettable because they're completely overshadowed other by mons with the same typing and better stats (e.g. Luvdisc), or with extremely narrow gimmicks (e.g. Lumineon being the only PU non-flying type with Defog). Avalugg has a really cool stat distribution and movepool which makes it great for gimmicky sets, so I don't think it's 'literally who' tier.
