It's not a full combat overhaul because it lacks the physical/special split and tries to arbitrarily limit you to gen 1 on SOME stuff, and aesthetically it's just the mechanically clunkiest gen presented with the most boring sprites in the series with the worst music and as few gameplay alterations as Gamefreak could make. If I'm going to play gen 1 at all in 2020 or even 2004 I'm going back intending to bust the game open with Missingno. Anyone in their right mind would be.
FrLg are solidly 4-5/10, they're deeply mediocre games. HGSS just about hit the perfect middle ground of alterations (although they could have been more loose in their redistribution of Pokemon). And ORAS went too far (although this can largely be attributed to the absolute state of gamefreak, the HGSS team could have probably produced a high quality heavily altered Emerald remake.)
