Chance-wise (seeing a rare pokemon and wanting it NOW) it might be worth it if you see a stage-3 pokemon that you want to catch instantly.
Price-wise, though, it's the worst cookie of them all, costing 4000 points while being worth at 24 bars at maximum while 10 Mega Cookies would cost you the same for 30 points worth.
Another thing to consider is that other cookies get hungry bonuses, so while catching the hardest pokemon in the game by waiting for hungry chances would cost you 1000 (2 Mega (800) + 2 Basic (200)), a Master cookie would cost you quadruple that for the same result.
And this is just for 24-pointers, of which there's just 8 in the game.
For every other pokemon the stats are even worse, with the absurdly bad cost/performance of the Master cookie going as far as being 20 times more costly for no gain for 5-point pokemon.
