If there were alternate ways to shiny hunt it at literally any time the player wanted, then who gives a shit what the odds are for tera raids? Thankfully, the shiny is a singular point difference on the RGB scale so it really doesn't matter, but whether or not you're supposed to "endlessly waste your time" on it, people do it anyway, and having to brute force full odds with an encounter per 10 minutes for a week straight is uninteractive. As someone who's shiny hunted in Emerald with broken rng with old full odds, that's genuinely miserable. That's like shiny hunting Wishmaker Jirachi in terms of speed, except you're dependent on other players hosting a raid for you.
