Forced into the role of recurring character in the anime, lots of merch, somehow made it into Super Smash Bros of all the choices they had to choose from? Clefairy was essentially the same exact pokemon but cuter and evolves into something actually viable and was even considered to be the mascot before Pikachu so it woulda been a better choice but Jiggs just kinda usurped her.
