Sure, it can't boost its stats very well, having to really on Howl to boost its attack, but that wouldn't matter. At 128 base speed, it would be the 6th fastest viable Pokemon in the tier, and it very much can tank and OHKO those that are faster than it (skewda, eleki, zera, pult, koko). It learns Psychic Fangs to break screens, it has screens of its own, it can use Howl/Work Up to get +1 attack, which would be way better in a tier that absolutely cannot deal with its bulk, and is just generally a huge stat beat stick that would run over offensive teams.
