It was effectively a buffed Normal type with no immunity, and most of the moves had heavy drawbacks (imperfect accuracy, -2 special attack on use, traps the user, low power, and so on). Fairy, on the other hand, is the 2nd best defensive type in Pokemon, behind only Steel, and the 4th best offensive type in the game, behind Ground, Rock, and Ice.
