Dragon was so broken that not only did they have to give Dragon an extra weakness to balance it, but Fairy had to be flat-out immune in order to be able to survive the absolute bullshit that Dragons were bringing to the table. Before Fairy existed, no one ever ran Steel or Poison as a offensive type. Even as a neutral STAB option it was just so complete trash. The addition of the Fairy type changed the entire meta around it. Fairy might be the most impactful single thing ever added to the series.
