If the anime (a canon presentation of the universe) shows Lumiose looking like that and other canons similarly show it a large city then the city in the universe oif Game Freak's creation is similarly huge. But they make kids games, for hardware not that overly grunty until lately and with ultimately a different goal in mind (moive kids through the region collecting the plot tokens and meeting their creatures) so a large sprawling city wasn't required for the presentation.
And not the 2nd anon you replied to, but I envisioned it as large zones with the old city being demolished closest to the hub/company base and greenspaces on the outer areas where the player would survey the wild 'mons and as the city got built, there'd be areas left untouched (or waterways/ponds created) where wild pokémon could live in peace in the city. As I said above, just because they didn't show it off in XY, does not mean they didn't envision areas of Luniose where wild pokémon could be found, they started adding in-city wild 'mons in Gen 5 with the castelia sewers leading to a park with wild pokémon.
