Jpn Misty alludes to already being in love enough times that it's clear she likes a yet-unnamed entity (Presumed to be Ash). My understanding is that in each of these moments 4kids took it a step further and removed any interpretation stating clearly that it is Ash.
Then there's those moments where the sub seems to indicate its Ash and the dub removed it, like the Nidoran episode and the delcatty episode. Misty saying that bickering is proof of love is obviously set up for the punch line that she likes Ash, but you could always say she didn't realize what she was implying because she's a ten year old
