In Ruby, Sapphire, and Emerald, Tileset[2] 3 is used for the areas around Dewford and the Battle Tower. In Emerald, it's also used for Navel Rock and Birth Island. However, the Battle Tower sprites are still intact, and a bunch of other tiles are present, too (the ones between the Battle Tower's and the Sevii Isles').
None of these are used at all within Emerald. Their background is grassy, so they probably weren't intended for use in Dewford or its surrounding routes.
One of the sets of building tiles looks like a variation on the Gym, and the other looks like the Dewford houses with a couple of tweaks.
In addition, we've got the paving found outside of the Battle Tower on a rocky background, which is rather odd. Bridge tiles, too, with water tiles found beneath them.
Looking at the tiles individually, many are incomplete in regards to their behaviour data.
