Even if the "towing continents with ropes" thing wasn't just bullshit, Groudon is the vastly superior true master of the continents. Now that we've got ancient super weapons and confirmed man-made golem Pokemon, Regigigas' role as the creator of the Regis is underwhelming. The lore would be deeper if the Regis were upgraded versions of Golurk made by humans during the war.
...Unless Regigigas was also a weapon, explaining how there are copies across the regions. A weapon designed to be a vanguard who harvests the elements of the land to produce armies of golem Pokemon which attack the region. The continent towing legend comes from how after pacifying a region, the golem army would work together to add it to the landmass of the home region.
