It's weak, the worst ice type in the game, which is compounded by the fact it's the second to last ice type you find in the game, and acquired during the same dungeon as said last ice type (Articuno)
To make matters even worse, Lapras, who is in literally EVERY SINGLE WAY superior to Dewgong is given to the player for free
and despite this he doesn't even have anything to make him stand out in any way
the aformentioned Lapras learns literally every single move Dewgong learns, and hilariously Lapras learns Ice Beam at lv 38 while Dewgong only learns it at lv 56
And ontop of that, Dewgong's design is utterly and completely boring to look at
so comparing it to any other ice type or any other water type and it just has literally nothing going for it, like genuinely truly nothing
at least some other really late game pokemon like
