Problems with that:

1. There's no central authority around which competitive play revolves to build a suspect test around or determine what would warrant a suspect test. It would literally be us determining whether to test something and no one else would care, which would defeat the entire point.
2. There's no way to determine player quality: Smogon requires people to get a high enough rating on a special suspect ladder before they're qualified to vote on the issue, and even then they have to present valid arguments on their position as well. Without a ranking system and with W/L records only extending back to the last 30 matches, there would be no way to filter out the cream from the crop.
3. Because of said lack of central authority, any hypothetical bans (see the next point) that were put into place would be meaningless, because no one outside of here would know or care about them.
4. Bans are banned.

It would just be a waste of time that could be better spent battling for fun or discussing cute things or whatever.

A more defensive playstyle is certainly still doable, and quite possibly more viable with the new walls available. Especially with the Sagumes to serve as a one-stop "fuck set-up sweeper" thing.

However, toxic still isn't universal, entry hazards still have poor availability at best, Upbeat (aka Taunt) is learned by basically everything, and they actually buffed Smash Spin in the expansion (+10 BP to BP 60) to further give incentive to use it. You can run all the walls you want, but you better be running actual attacks on everything and at most using entry hazards to supplement damage rather than be the primary (or god forbid only) source of damage.

Not much gets phase inversion though even in the expansion (not counting normal stances): MikoP, MikoS, MikoE, MimaD, MimaP, SeijaS, SeijaD, SeijaS, SagumeD, SagumeP, SagumeE, LyricaP, YumemiS, and YumemiP. 14 puppets total.

Yes, that means that Hemo took it away from UtsuhoS on TOP of the speed nerf.

Might also be worth noting who gets Skanda (or Cover Ground) and Strenuous Stance (or Brave Song); double boost movesets are a thing in Pokemon (example: Primal Groudon)

In the middle case, any previous examples that had it would keep it, but they would be illegal for online play. Presumably that'll happen for anything that could be learned by a puppet in the original game but not in the expansion if it got transferred over.

This means that what I said earlier was right:
