>>15800161Yes, but that's not how it works practically. RU is a perfect example. There are some 200 pokemon in NU and like 40 or something in RU. You would think that, especially since the tiers are right next to each other, RU should just be NU with a little more variety, but if you play RU, that's not how it is at all. Instead, the RU pokes sort of act like a banlist for NU, and the tier is dominated almost completely by RU-only pokes, since they're so much stronger. That's how every tier works. The left is NU, the right is RU
