If you ask me, each gen is primarily the springboard for a new sales cycle. The deadline for these games isn't when they're finished, it's when they're ready to make the biggest cash splash in the market. The TCG makes plenty of money for how cheaply it's produced, for example. The mainline Pokemon video games really aren't an optimal space for enthusiasts to get their autism on, especially lately what with the rampant balance issues in recent gens.
So yeah, I would say that the people who care most about the video games are off doing challenges, Smogon, and trying to re-engineer them into romhacks. Especially after the FissureFest in VGC. Myself and all of my friends are way more into the romhack/fangame scene than we are into official Pokemon.
