>>46006621Gen 4 - (the Arceus movie in particular) is literally THE BIGGEST POWERSCALING possible in Pokemon lore. Arceus is literally the GOD Creator Pokemon. You can't get any higher than that if the show is still going to be centered around Ash and his Pikachu who can really only be effectively passive viewers even at lesser power levels.
But since Game Freak has to churn out new gens every 4 years they also have to do the obligatory gen legends.
They've already hit the upper ceiling with Arceus in Gen4 so they have to get creative and go into the direction of "wider" instead of "higher", e.g. Gen 5 was about Truth and Ideals, Gen 6 was about ... Transformer Bugs? Gen 7 was about Pokemon vaguely connected to space stuff, etc.
Gen 8 hit the low with concepts for legends because it's just not THAT impactful anymore so the legendaries are ceasing to be one of the focal points of each Gen, now it's more about waifus, etc. Not that that's a bad thing it's just what works right now.
So legendaries inevitably lose their specialness each generation.
