Generally speaking I feel like the quality of the legendaries is far more erratic. As far as quantity and good designs go, I think gen 3 nailed it. Two box art legends and the master of them for version 3. A hidden legendary trio. A roamer for each version. And two event legends, which keep the event legends minimal, but there is more to getting them than just stopping by a Gamestop and then getting handed them in game.
