This is Nephiala, Hali's ANCESTOR.
Nephie was a "Purification Maiden" thousands of years ago in the Holon region (then known as the Nuhula region).
Nephie's role was to "cleanse" the negative vibrations around the island (the same energy that caused Pokémon to mutate into delta species) in order to allow a particularly ancient Kyogre to pass and grant the inhabitants of Nuhula it's bountiful blessing.
