In terms of who is the best fit for him, for me it's Giselle (a trainer with league ambitions, a groundtype Cubone is an awesome juxtaposition to Ash's Pikachu thematically AND she appeared in the 2nd Japanese opening "RIVALS" montage.)

Latias (she balances Ash out very well and is one of the few girls who could actually reform his personality into something way better with her artistic ambitions. Her legendary Pokemon status plays well off of Ash's persona sensitive towards Pokemon and Ash compensates in energy whereas Latias is more about observation).
