it will very likely NOT have a typical dragon move and will instead likely just have tera blast, just based on the fact that all the eevees had it and gamefreak just probably likes the move, but thats not guaranteed
then the question becomes will it use physical or special moves? on the one hand it has strong special STAB moves like hurricane. but on the other hand it also has flare blitz and a bunch of strong physical coverage moves. also, its offensive buffs are purely attack ones.
ultimately azumarill's viability comes down to whether or not they give it solar beam.
