I always hear people say gen 2's dex was weak but while nowhere near as good as gen 1 I really don't think it was that bad and there are several great additions. I thing the dexes of the first two gen were the most cohesive, for better or worse johto being an extension of kanto is really felt in both the region and dex. With gen 3 the series' aesthetic definitely takes a noticeable shift and you get some designs that really feel unnatural next to the previous gens.
