Do people in the pokeworld have any idea at all how significant a billion years is? And not just biological evolution, but planetary and solar changes as well.

Then why wouldn't they stop all the Pokemon from becoming weaponized robots? Why doesn't Dialga stop the time traveling from happening at all, clearly its causing havoc, and time paradoxes are far to open ended and dangerous to be left alone.
