I would make something similar to Mareep's wool and have some of the blobs move around a little using the magnet pull/soft select tool.
The last class I had we made fire in After Effects. I don't think my teacher knew what he was doing because it looked like a dorito canon. I really hate the school/class/teachers but I can't get hired without a paper so I have to grit my teeth.
this is 3 layers of fire and a lot of blur. I can still pick out some triangles. I sent my teacher a tutorial on fire that my boy found, actually, that looked better using the same set up (CC particle world) but using bubbles, instead.
