Certain evolution methods have always been cut from future games, doesn't mean the Pokemon is unobtainable, only that you can't evolve it in the game
The block may or may not return but Ursaluna will always be in the games Ursaring is included in. Also Home supports backwards compatible trading now so even if you catch an Ursaring in gen 10, you can trade it to PLA and evolve it there.
