you can go a little free form with like clothes and what not, but once you start deviating from the overall character its a no go for me
to avoid "lol you are just a pedo" talk, lets use cynthia as an example first
sure she is a human character, but if I want to keep thinking thats her i would want her as close to official proportions and art style as possible
its not just about "keeping her chest small"
i like the official pokemon designs and want it to stay that way
also, this does not mean anything can deviate
you can play around with some things to match a preferred feel especially in terms of perspective which might make the characters design feel strange in an angle its not used to being in
but once you start going into "omega triple D tits" on a character that was not designed for it, then thats not the same character in my eyes
now its just some plastic porn star in cosplay
