That kind of thing is often a gag in a lot of Japanese media at the time. That or just a monster that pretends to be a human woman.
Jynx is an odd one because we actually know what her beta design was and what it was based on, but I'm not sure how she made the jump from that to what we know today. It might very well have been as simple as "make that Yeti Pokemon into a girl."
