>>51153693 mentioned, the gyms are laid out in a circle, so no matter which direction go you'll eventually come back to Mesagoza. Plus, there's a cave right before it with an entrance that looks like it can be easily blocked off or guarded until after you have all the badges, perfect for a Victory Road. Not sure how they'd implement a Victory Road when you could just climb there, but they might have story progression inside it that you need to go through before you can actually enter the League.
