The event unlock is "within 48 hours of the Earth Day Campaign ending", which ends today, presumably at the end of it.
So the event may occur at 1pm PDT / 9pm BST on April 29th or April 30th. They also did not specify how long the event will last, if it will be one day, two days, a week, etc.
The last update they provided on campaign participation was April 25th, with over 5000 players.
We are assured to get the shiny Diglett released, but Groudon raids are an uncertainty.
