I can't see in that way in fan art, which bloats its feminine features, but as far as official art goes? Its hair isn't that long, it isn't curvy, (it's a stick figure,) and what everyone else calls a dress, I interpret as a robe. Like a wizard.
I dunno, I mean yeah Gardevoir is pretty effete, but I just as if not more easily imagine it as male. But like the magical, refined, slender kind of dude.
