Should have never been catchable and an enemy dude. But no, everything has to be wildlife and everything has to be available despite it being complete and utter shit.
I honestly don't get the point of just making dex filler with bad stats that are completely unusable. Why not have a a smaller roster that are completely viable with everything else enemies? If that was the case, we would have had mystery dungeon tier sprites or mana tier sprites/animations/effects as far back as gen 3.
