Here is an update. This is post St. Anne, grinding for the electric gym but with no ground types :(
In Red++ there is a Wonder Trade machine where you trade in a mon for a random one based on levels. I figured that I'm allowed to do this since it is a part of the hack and why not use it. Am wodering if I should do a rule where for each gym leader I'm allowed to trade in a caught poke for a random one. Or should I only do it once? Could provide an opportunity to get some interesting pokes since I'm not using the dupes clause.
