I understand the thought process behind Z-Moves. Mega Forms were devastatingly powerful to the point where teams were either built around Megas or built to kill the other guy's Mega. This is great for Pokemon that needed it like Steelix, Lopunny, and Charizard but Pokemon who didn't need it also got Megas like Fug. Meanwhile the rest of the cast get fuck all. With Z-Moves it's basically a soft buff to the entire cast because you can either get a nuke or a really powerful buff, no matter what the Pokemon using it was. Yes strong Pokemon get access to it too but Z moves are not a suffocatingly powerful as a permanent buff that lasts the entire battle.
