This is just speculation, but considering how Arceus is accompanied by Unown during it's appearance in HGSS, I always wondered if they were it's "1000 arms", the appendages It used to create, or in this case, write the universe.
While they are fairly useless on their own, we have seen that enough Unowns working together can reshape reality after all.
