They are both meant to be kids forever. If Raichu didn't exist, pikachu would be the "adult" last form.
Also, that Lt Surge episode was amazing. GF like it so much they repeat the same plot in pika vs Goliah.
I wouldn't get surprise if when Raichu get a mega they would use that same formula for another episode.
