If I were to guess as to why it's as the section states, Pokémon don't behave or speak like humans. Talking is a big part in humanizing things, its the difference between the two robots from Star Wars, one beeps and the other one talks and the one that talks is more humanized despite both being machines. If I'm correct this is probably why Meowth doesn't talk in the games despite being an integral point of Meowth's character in the anime. They simply don't like the idea of recurring talking Pokémon even when the framework is there.
